Hallman Boost Controller Problem

I recently got a cheap 5 dollar Boost Controller that didn't work so I got a hallman Boost Controller. The problem before was it wouldn't let me adjust PSI Boost and now its the same story with the hallman Boost Controller. I am pretty sure I have all the hoses installed corrrectly, (Check the installtion diagram 3 times) and I am still not able to adjust boost. Anyone have any ideas?

But I am going to ASSUME you either get 20 + psi or 15 psi right?

Try larger vaccum hose.
