I have my car running again had a few issues with my fuel pump not turning on and making noises other than the usual whine from a walbro 255. Now the problem is that the blue and black wire leading into the fuel pump assembly pigtail is getting hot. Along with the pump still making some noises. The wire harness directly to the pump shorted prior but that has been fixed. The pump has been rewired. What could cause this?

Either too much amperage draw by the pump or a poor wire/connection resulting in resistance in the circuit.
In the later, the affected wiring section & before it to battery positive will get hot.

I don't quite understand the last part of that post?
did you rewire the pump properly?
And as far as I know it is. The previous owner did it. It was working with the 255 for about a month or two before the wire shorted and I had to replace it. And that was red hot wire that comes off of the fuel pump
There is also a hissing noise by the fuel pump while it's running. It didn't do this when I installed it the first time

Not near as common but excessive resistance in a higher amperage circuit will cause heat.
It is unintended, but the poor connection (whatever it may be) will be a point of added resistance in a circuit. Thus it becomes another load in the circuit.
This makes heat because amperage still flows thru this point & the unintended load onto the intended high amperage load. (Be it a pump or motor etc)
This is why electrical connectors melt down with a bad component.

What I mean by the heat when it is produced, it usually manifests itself before the poor connection towards the power source.

But I'm betting your pump amperage draw is really high.
Amperage testing is a quick way to tell, but the equipment to do so can costly : (
 
I'm pretty much pointing at the pump for this. It's missing a silver cap looking piece at the top of the neck which helps the plastic cap from falling and fitting snug. I also bought the rewire kit from stm and did it properly the wire no longer gets hot but the pump is still seeming to be faulty
