Fuel pump / Electrical issues

I just got done installing all of my new stuff, and i went to turn on the car and i didnt hear the pump whine(ya know how it turns on for a few seconds then shuts off) when the key is in the "on" position but not started. so i checked the voltage on the harness. no power so then i checked the white plug on the top of the sending unit/fuel pump assembly the sending unit has power but the pump wasnt gettin anything.
so i pulled a wiring diagram at work and it said to check the 30a fuse in engine bay so I did all 30a fuses were fine. So I am looking for some advice on what could be wrong? what is causing the fuel pump to not recive any power?
I am tyring to wrap up this project tomorrow so thank you for your help.

My vehicle does not have a burn(pump on time) while in the key on position. It turns on once i am cranking the engine. Is your pump rewired? If so there should be a second fuse in the power wire to the pump.

The fuel pump only has power while cranking (Start) and in the ON position but only if it is running. Not running the ON position will not operate the fuel pump (unless it's re-wired).

Wow i feel stupid. So it donst power up at all not even for a second or two? unless i crank it? A freind who is a mechanic said it does get power for a sec or two before so thats why I was confused. alright thanks alot guys. im gonna try it 1st thing in the morning ill post back if it worked.

I have the same problem as well. I installed every thing on my car nothing.
So I used my data logger to test my pump but nothing .I did hear the relay click .
