Fuel pump constant power with key in on pos

I'm having a few fuel problems and I need some help. 92 laser rs awd 6 bolt swap walbro 255 aeromotive afpr. When I had my afc neo wired in when i turned the key to the on position the fuel pump came on and stayed on even though there was no ignition signal. I unwired the afc neo the other day due to them not being completely compatible with karman signals. Now the fuel pump does not come on. I pulled the cover off the mpi to discover that the mpi relay clicks on when the key is on the on position and gives power to the ecu but the fuel pump relay does not click on. When I stuck a plastic tip of a pen cap on the fuel relay to connect it, the fuel pump kicks on. I'm not sure if the fuel pump has been rewired or not. I cannot tell. I know the fuel pump is not supposed to stay on without an ignition signal. Which is what it used to do and now it does not come on at all. Any help would be appreciated. Thanks

I understand that and that is where my question comes in. It used to run all the time with the key in the on position when i had the afcneo wired in. and now it does not turn on at all with the key in the start or on position. I can turn it on when in the on position by actuating the relay with a pen cap point but other than that it doesnt come on when the key is in the on or start position. I don't know where to start. I do not know how to tell if the fuel pump has been rewired. I tried looking for a bosch relay or another relay around the fuel pump back in the hatch but didnt see anything.
