Fuel and Spark - Yet NO Start!!

So I start my car today and I here what is almost like a slight whining noise that varies with RPM. So first I thought boost/vacuum leak, but that wasn't the case. So I drive the car a bit, and the whining still is varying with RPM, boosting and not boosting. All of the sudden I hear this "click-click-click..." noise while cruising coming from the engine bay (like something broke and was rubbing, not MPI fuse) and the car suddenly dies.

The car will now turnover, but won't start.

So I check:
-the timing belt, all good, marks match up.
-fuel - pump, injectors and MPI fuse all ok
-good spark
-no error codes thrown

This leads me to believe that my CAS has shit the bed. I checked the voltages on the CAS plug to the computer, and they all checked out within spec. I don't believe this is an ECU problem, I could literally hear something mechanical rubbing/breaking?

Will a bad CAS cause symptoms like this? Can a bad CAS still give spark yet not start with no error code thrown?? I am confused here. What do the guts look like inside one of these things, could they cause a clicking noise as I described?

Update:
So I checked the CAS everything checked out fine. With the car
switched to ON, I removed the CAS and spun it manually. I got spark in each cylinder and could hear each injector firing, plugs also wet.

I pulled the computer, no sign of leaking caps or strange smells.

So today I try to fire it up, and the engine will not turn over (it
turned over yesterday). It is not a bad battery, tried another
battery and put the charger on start and it will still not crank at
all.

So I put a racket on the crank and begin to turn it manually. I can
move the crank about 1/2-3/4 turn and then it binds or is seized.
Same thing in either direction. All timing marks line up, so it's
not valves hitting the piston. I don't hear any clunking in the pan
when it stops turning, so it's probably not a thrown rod.

Right now I am focusing on the tranny, it seems to me thats where the clicking and whining noise was coming from. What sould I look for here? I am stumped because it turned over yesterday (and I know for a fact it turned over more than two revoulutions, many more) and now will only turn 1/2 turns?

What could cause it to seize over night?

Too bad it seized up, compression test was next on my agenda.

If it doesn't turn over check the starter and starter soleniod. Whining could be low tranny fuild. My friends did that when he was low on it.

About it siezing, idk about that and don't think it would from sitting over night. Something might of broke, idk pull of the oil pan and look around. IDK why it wouldn't crank over by hand it should.
 
When the timing marks line up on the cams, where should the timing mark be on the harmonic balancer? I think it is somewhere between 5-10 degrees when they line up. The crank soon binds right after that turning CW.

I pulled the spark plugs and I can see the pistons moving up and down, and can't hear any metal on metal contact when it binds up. When I press the clutch in, it still binds up, so I think that pretty much leaves out the tranny.

I have neven done a T belt job, but is there anything in there that could fail to cause this? Like the tensioner, water pump or oil pump? I am still at a loss as to why it was cranking over yesterday and not today. This is really weird. Going to give everything a thorough check tomorrow.

Maybe something is binding up the cam(s)? I will pull the valve cover tomorrow. I guess I have to pretty much check all the pulley systems and the starter.
