Front whell bearing Still loose??

I changed out my front wheel bearing on the front of 94 tsi yesterday and they are still loose like they are worn, I was wondering if the cv's have to be bolted in for the bearings to be tight? or do I need to press the wheel flange into the inner race more?

Yes, you have to have the axle in with the nut tightened up.
