That is an oil feed line. It connects to your oil filter housing. The hole is a water line. You can use your stock water line that is already on your car for that.

The lines are the water lines and the hole is your oil feed line.

Looks like you have it backwards as it appears that the line that is attached in the pic in a hard factory oil feedline. You should be able to reuse your stock hardline or could pick up an aftermarket SS braided line, if you prefer. The hole that you have circled looks like one of the coolent line install locations. Your factory coolent lines should bolt right up & since the T28 is supposed to be a direct replacement, the only thing you should need is 4 new crush washers to use when you take the water lines off your stock turbo & put them on the new one (copper crush washers aren't reusable).

You could also remove that stud from the turbine housing & replace it with a bolt like you use in the other 3 locations, this just makes removing & installing the turbo easier.

so i will need 4 14mm crushwashers, and two ss braided lines one for oil and one for water right and some new gaskets. also do you know a good place for the ss lines because i looked at extremepsi and each one was like 80 bucks

You dont have to get ss lines. You also don't need any water lines. Just unbolt your current turbo, un hook everything off of it, and put everything on the new turbo. The only thing you'll need is the washers. That is the WHOLE POINT of buying a t28.

Extreme psi probably has the cheapest prices around.

ok so the hard line is the oil line wich i will replace with the ss line. and the hole is for coolant? so should the water line be?

When I installed my FP Big 28, I just reused the stock coolant hoses. This FP turbo is a direct replacement for the stock 2g turbo so you don't have to modify or replace any coolant lines. Just take the banjo bolts and coolant hoses off your T-25 and put them on your FP Big-28. The only thing you'll need to replace here are the four 14mm copper crush washers that go on either side of the two coolant banjo bolts.

On the other hand, I did replace my stock hard oil feed line with a SS line, but the only reason I did this is because I broke the stock line while removing the T-25. That said, looking at the pictures you posted, the stock hard oil feed line on your Big-28 appears completely intact. So you don't even need to replace the oil feed line unless you really want to.

I don't think you're going to need to spend any money to bolt this turbo up. The only things you'll need to replace are the crush washers like I mentioned and also the two oil return line gaskets (one for the turbo side and the other for the oil pan side).

FYI, here are the part numbers for the two gaskets...
Oil Return Line Gasket (oil pan side) - Part No. MR258477
T25/T28 Oil Return Line Gasket (turbo side) - Part No. MD198888
