2G Found weird relay in 2g

Hey guys so I found this odd relay that I don't know why it's there to begin with but it's zipped to my fuse box harness and one green wire is grounded and two wires the red and black are tapped under that fuse box to the headlight fuse and then there the blue wire that runs and is tap to this unit close by where the batt is not sure what that plug is for but someone please help me with this one thanks,

Here's what you do.

Pull it out. See what doesn't work. Use all accessories until you figure it out.

I'm betting there was corrosion in the fuse box and somebody ghetto-rigged a new one outside of the box. Possibly bad contacts to the relay in the fuse box itself. Any relays missing?
 
The relays all look in tack and when I looked at the fuse box the wire all look non corroaded like green was used for grounds and the red and black wire was wired to the headlight fuse and the blue wire goes to that piece on the pic but not sure what thats for I think I'll disconnect the wires on the relay and see what happens
