Pulled of my transmission to weld a small crack in my bell housing. Decided to take off the clutch and fly wheel to inspect my crank seal. Do I have to resurface my flywheel when I put it and the clutch back on?

Short answer, no.

Long answer, yes. :)

You should inspect the flywheel for hot spots, glazing, and warp. If all is perfect, then no, you dont need it resurfaced. If you are unsure, or it has been in there for a while, this would be an opportune time to have it resurfaced.

Inspect the pressure plate and disc as well.
 
While you have the transmission out, you might as well upgrade your clutch and flywheel. You pretty much are half way there anyways ,no sence installing a used clutch and flywheel that you just took off your car. Buy yourself a nice lightweight flywheel i would go ACT, and also a new cluct maybe a ACT 2100 are always good. Make sure though since you have the transmission off the car, change your clutch fork and pivot ball. It will save you the hassle of doing it later on down the road.
 
If you check my profile, I have been running an act 2600 and fidanza flywheel for quite sometime. I just want to know if its neccessary to resurface the flywheel when Im putting the clutch it was mated to back into the transmission with it

If you're running an insert type flywheel, you can't resurface it, just replace the insert and inspect your disc for thickness and flatness.
