flickering lights. occasionally won't start

Okay, I have a 96 Eagle Talon. The lights flicker occasionally and once the start, they stay that way. This only happens in gear and they flicker fast. They don't flicker when I'm stopped or out of gear. And sometimes she won't start. And it's getting progressively worse. My dash will bring up the Bad Battery light but I'll stop her, kill the engine, the alarm will go off and I'll disengage it and I'll wait a few seconds then start her up and the issue is gone. But it's becoming more and more frequent. What should I do?​
 
It's intermittent. It's not a time based thing. The battery light has been coming and going in the past two weeks but the lights just started the flickering issue last nifgt

I think it's a relay or solenoid but I'd like to see what yall think first since this is my first DSM.
 
Sounds like a short to ground. Give a good visual inspection of the harness. Especially from ignition and the anti theft system. Look for any kind of exposed wires and so on. A good reliable ETM would also come in hand as well. If everything looks OK then perhaps swap out a few relays. Do you have a good DMM? Your going want one if not.
