Bought a 1990 Plymouth laser Rs turbo about 3 years ago from an elderly man who has owned it his whole life. I bought it with ~40,000 original miles. Its now at about 80,000 miles and here recently I have replaced all the belts and the timing belt. It has been a very fun car so far.

Anyway I feel like the car is not near as powerful as it was when I first had it. I have noticed that when the turbo spools up it is very noise, noisy too the point that it sounds like i am running a ton of boost, but it is stock. I have done no mods at all. Just basic maintenance.

Any ideas?

Did this problem arise after changing the timing belt? Or has is slowly worsened?

Just over the time worsening, It used to throw people back in their seats and keep them back, all the way to redline, now it kinda throws them back but it is not holding that power I feel the boost kick in and then at ~5000 rpms it just kinda feels like all engine.

Pull the intake hose off of the compressor housing and check the compressor wheel/shaft for any play. There should be a little up/down play, but no noticable in/out play. If there is you may have a turbo going out.

I will check for boost leaks and check the compressor wheel/shaft for play. Just wanted to get an idea of what could be wrong given my symptoms

Year ago for the plugs/wires. Had the coil pack go bad and just replaced all that.
Fuel filter I can not remember.

How do I test to see if the stock 1990 rubber intercooler pipes are leaking?

you gan google boost leak tester they are fairly cheap and extremely easy to use, once you use your BLT. if used correctly you should know if your couplings are bad.
