fans on when battery connected

This is for a 1g. The car sat for a few weeks and when we hooked the battery back up the fans kicked on. Without the key in ignition even. I checked to see if the relay was stuck or something but it isn't. I tried another relay. Even with the relay not plugged in the harness to the fans is getting power. The fans do not turn on though. With the relay plugged in, if I test that wire with my test light, it clicks the relay. Its pretty weird. Any suggestions? I checked for wire damage but couldn't find anything. I don't think it could be ECU related but you never know. The car is on dsmlink v2.5. Can you control the settings for the fans in this version?
 
You might want to pull the whole relay box that is sitting on the fender well, driver's side. It's 2-3 bolts and 2 plugs on the bottom. You can easily open the box by pushing in the little clips, and reveal the mess of wires. Check in there for a cooked wire. From what you have said, the fans operate without the relay, or key on, and that would point to a short in that box. It has a hot wire and the fan wires.
