1G Failed smog? HELP

Rebuilt motor, fianlly got her running good and it failed smog. It idles at 1100 which I didn't think would affect it but the biss screw can't be adjusted anymore. Any ideas?

Jeez Cali is ridicoulus with that stuff. Isn't there a certain age your car can be to be exempt from doing smog?

Cars & trucks built 1975 [or older] are smog exempt, if you live in certain counties you don't have to.

high hc can be caused by too rich a mixture.
wrong ignition timing which [the v.i.r. says you failed on that] so have that checked too.
missing, damaged, or not installed right, vacuum lines.
also reset idle to stock 750-850 should be your target.
Some other things worth doing...
clean out your egr valve with carb or brake parts cleaner, and use a harbor fright long thin wire brush to get the baked on carbon off of it.
[if it has not been done recently] change your oil and filter [clean oil will go a long way], clean or replace the pcv valve.

Also drive the car a few miles on the highway, and get the catalytic converter warmed up before you retest, keep the rpms up 3000-4000 you want the catalytic converter warmed up good so it can more effectively do it's job, don't shut the car off when you go into the test center, in fact get a second key made for your dsm so you can lock the doors behind a running car, better yet if you have family or a trusted friend tell them to go into the place with your paper work, and stay in the car and hold the throttle at 2000-2500rpms and don't get off until the tech shows up to test it.
use medium or low grade chevron or shell low octane fuel, it burns cleaner then high octane gas.

California is stupid with their emissions and 91 octane.
I have to do the emissions in my county it sucks because if I lived one street over in a different county they have no emissions or inspections straight pipes are so close. All my friends don't have to worry about emission bullshit. I have to turn off my cheek engine light and bolt on a cat every time I go.

the idle fluctuation will not cause a visual fail. and also if you can get and extension sticker from the dmv because they get rid of the sniffer test and visual test this year so maybe push it out till that stuff is gone.

Dropped it off at my mechanics and a couple of things.

My speedo reeds 200 rpm higher than it should ?????
The idlensurge was fixed by adjusting biss screw and cam angle sensor
Evap leak somewhere
Multiple cels (havnt come back on by many did not make sense)

Did you acually adjust the biss screw by gounding out the right pins? Theres one on.the firewall and one on the.obd port theres a tech article on it somewhere that will tell you exactly how to adjust your biss.so your fiav will be set in the middle giveing it.more range for idleing
 
My state has lots of rules like California as well concerning emissions. You will fail instantly if you have a loud/leaking exhaust, CEL, no catalytic converter, (apparently its a federal crime to drive without one!), no resonator(s), a bad fuel cap/fuel door, Engine instability (idle, hiss, skipping, etc...) or any type of modification to the emission systems. So, say you blocked off the egr valve but everything else is perfect. No noticeable difference performance or otherwise, either. Its an automatic fail!

My best answer I can say is return your car to stock settings and put back on stock parts. Return everything to stock settings as well. Give it a good tune up all the way around and replace your cat if it looks like s***. When I passed my inspection/emission test, my idle was sitting perfectly at 500 rpm.

Can you link or point us in the right direction to find these new emission changes you have found?

I've looked all over and found nothing on what you say is going to be happening.

California is always adding stricter rules against emissions and NEVER cutting any slack. To say they are pulling visual and sniffer testing is basically saying we will have no more emission testing.

This does not seem like legit info.
 
I registered my car in cali in a different city that is exempt from smog and never have to worry about smog I use my uncle p.o box
 
I heard about this new law for CA cars made 2000 and newer that don't have to go on the rollers http://www.smogtips.com/new-smog-law-ab-2289.cfm
but I don't think I heard about them ditching the sniffer or the visual side of the test...I wouldn't hold my breath though, all C.A.R.B wants is more money they don't care about the air quality, otherwise they would be targeting the higher contributer to green house gases farms, and industry, etc.
 
I've never had to put my car on rollers for smog tests. In fact there is no rollers in my city at all. Only two tuning shop have cheap dynos.

Maybe it is county specific on that part. In my town most of the smog techs don't really care about bolt on stuff like filters and little mods that don't have CARB stickers.

They really just look for emissions systems still intact. If it passes the sniffer and the gas cap with a functioning CEL (off but working) then I am good to go.

I did find the law (2013) where the sniffer and visual will not be used if you have a 2000+ car. You have to go to a special STAR test site.

None of this really doesn't apply to the DSM crowd that hangs out here though.

California emissions is a pain in the ass. My reg with smog is due in July. The Smog certs are good for 90 days. I plan on getting my smog done early, so my 90 day cert will still get me my sticker, this way I can started earlier than July on doing the big mods to my ride.

At least I will have 2 years of fun before I have to pull out my entire build and get back to stockish levels. Sucks.
 
they are ditching the sniffer not the visual. and they will be instead of doing the sniffer actually plunging into your obd2 of obd1 ports and reading on there scan tools from there. also to the information facts i will find the links again and post them, i don't like leaving faulty information so i will be sure to find it and post it.
