How the hell would i get this bolt out? Not enough room to clear it by pulling it up.

Vice grips, or drop the turbo. I don't remember if there are enough threads at the top to try the double nut method (put two nuts on there, tighten them together, and then try turning the bottom one). Most people replace that stud with another turbo-manifold bolt to make removing the manifold easier in the future.
Did the bolt break from torque? Are you able to push the manifold back down flush with the turbo?If you can do that, maybe you'll be able to pull the manifold away from the head and lift up from there.
