I just installed an evo3 16g on my car recently. I have a tial 44mm external wastegate on it. In any gear I can spool it normally and hit 15lbs by 3500 rpms. however when i shift and get on the gas right away the wastegate sounds like its still open and it doesnt let the turbo spool till 4500 rpms and this is going from first to second or second to third etc. the boost controller is a hanhns T style that goes with a vacuum line to the wastegate, but on the turbo side the nipple is after the j pipe. I've tried turning it up and down and replacing lines and it still does it. By the way my internal wastegate is off and the flapper is not welded open but is still always open.

No one has had this problem before or can point me to someone who can help?
