If its MHI hit up tradergreg.com buy a rebuild kit and new compressor blade of the one you have is bad. It's going to run you a little more than $100 with shipping. Takes about 30 min to rebuild, may take longer if your never done it. Jafromobile has a video on youtube that's a walk through. Very easy, I've done my ebay tdo5 20g with MHI internals And a MHI 20g wheel. Our you can pay someone to do it if you don't want to take the chance.
 
I would say that's a very fair price if it is truly rebuild, low to no miles. Seeing as you are n/t though, you'll have a decent bill to foot still for supporting parts.

For what it is, I bought a 14b off of someone for 150, needed pretty pricy rebuild and came out to about 400 all together for a turbo that flows considerably less than a 16g.
 
$500 is about right on a rebuilt Evo 3 16g. Usually a Evo 3 16g can be found for about $375 with no or minimal shaft play. If a used turbo is fine on the shaft play there is no need to rebuild it beside if you are planning on running a good amount of boost. A rebuild would obviously be suggested but ive never ran into any problems running turbos with minimal shaft play.
