when you get an Evo 3 16g, does it fit on the stock 1g o2 housing? Also, I heard that when you get an Evo 3 o2housing, you have to customize it to some down pipes. is this true?

Yes the evo3 16g will bolt to your stock o2 housing. Should you consider porting it out big to match, yes. Yes the evo3 o2 housing comes off at a slightly different angle than the 1st or 2nd gen ones. Most aftermarket downpipes can be made to work, though RRE makes some specifically for use on the evo3 o2 housing.

As said, it's not the turbo where the fitment is the issue. The Evo III B16G and exhaust manifold are direct fit, it's the Evo III O2 housing mating to your downpipe that is the issue (bends at a different angle than a stock 1G/2G O2. I would just settle for a ported 2G O2 housing, or better yet, an O2 eliminator downpipe.
