how can i pass emissions in harrisburg pa i have a 6 bolt swap and dont have any the emissions crap hooked up what can i do

A '99 will probably have to pass the OBD-II emissions test, depending on the laws where you live. The OBD-II test checks your ECU for MIL errors and checks the non-continuous readiness monitors to see that they've been set. What year ECU are you using? The '99 ECU is great because it will pass OBD-II emissions testing but all smog systems have to be fully functioning.
