First of all, have you put more than 5,000 miles on your car since the last inspection? If not then you are emissions exempt. If you have then you need to tell us more about your car.

Do you have anything like SAFC or DSMLINK? Also, what have you removed emissions related? Is it just unhooked or is it removed? Also, do you have a CEL? If so, the first thing you need to tell us is what codes the ecu is throwing.

A '99 will probably have to pass the OBD-II emissions test, depending on the laws where you live. The OBD-II test checks your ECU for MIL errors and checks the non-continuous readiness monitors to see that they've been set. What year ECU are you using? The '99 ECU is great because it will pass OBD-II emissions testing but all smog systems have to be fully functioning. If you want to keep everything as it is and still pass smog your best bet is to invest in DSMlink.

There are ways to fool the '95 ECU to pass OBD-II testing even if you have things disconnected but I don't recommend it. Be advised that it is illegal to bypass federally mandated smog systems. So your choice as I see it is get it all working again or get DSMlink and take your chances with the capabilities it provides to those who want to try to beat the system. You'll probably get more ideas from others with your smog problem but I suggest you check out this link to years of experience with the problem you're facing. You can have a car with awesome performance that has all required smog systems intact. I strongly recommend we all comply with our current laws or they'll only get more stringent. If you think it sucks in PA try dealing with smog testing in CA.

And considering the state agents arent going to be far from the testing centers in your area, i would say you best have that stuff hooked up. Or follow what the other guys said.
