tried to hook a obdII scanner up to it to read the codes to get it inspected and put on the road but the scanner's pop up an error code saying its not connected so somethings wrong between the ECU and connecting port. I go to see if i can figure out whats wrong with it and there are wires everywhere i don't know what any of them are for. somebody did a crappy job on it before. looks like they put in a ECU from a 95 and tried tuning it. I need help figuring to out what these wires go to and get it working to pass inspection.
here are some pics

I see an ECMLink chip in there. ECMLink will not connect to OBD-2 while it is in ECMLink mode.

Open the ECMLink app while connected to the car, Click on the Misc tab. Uncheck the "lock in ECMLink mode" checkbox. Turn off the key and wait until the MPI relay clicks (5-10 seconds). Disconnect the ECMlink cable and you should be able to connect to OBD-2.

Can't find the misc tab. Where is it?
Might have the wrong app, can you attach a link for it?

Assuming you are connected, the first page that pops up will tell you that you are connected in the bottom right hand corner. On the left hand side, there will be a menu list. Click on "ECU config". This will bring up a list of tabs. Click on "Misc". You can also access "ECU Config" from a datalog by clicking on "ECU Config" on the bottom.

In order to connect, you must have the correct software installed on your laptop and be using the correct ECM Tuning cable between the OBD-2 port and your laptop.

You can download the software here:
http://www.ecmtuning.com/
Click on Downloads. If you don't already have the software installed on your laptop, you'll have to install the "stable" version (full install). You'll also have to install the proper drivers and may want to install the updates (latest and greatest).

You may also want to watch all the "Demo" videos on that website.
