Eeprom chipped ECU

So I'm just curious what the good thing is about an eeprom chipped ECU? Is it something that makes your ECU easier to tune or is it something that adds HP? I'm just curious about what the need is for an eeprom ECU.

EPROM ecus can have the parameters changed to allow for bigger injectors, higher boost, and a myriad of other parameters. Non EPROM ecus can only run the factory tune.
