ECU dies after ~5 seconds. Help me fix it.

I have eprom ecu that i socketed a while back. It worked after that but randomly it fuel cut (5psi- 4000rpm). So i replaced that caps and now when I start the car, it runs super rich for 5 seconds , and then promptly dies.

I re did my solder joints 5 times for the caps. Seeing as I managed to remove the old eprom chip and solder the socket in, I would think that soldering shouldn't be the issue.

Anyone familiar with rebuilding the ecus willing to tell me what to check? I have a spare I can steal parts from.
