Ecm not working . Fixable?

Are the two pools of solder touching in the first 2 pictures? If so, that's not good.

It looks like the caps were replaced by someone who hasn't worked on PCB before. I'd get some better pictures (look for macro mode on your camera) and send them to someone who knows about ECU's. ECMtuning is the closest to you - [email protected]. But without better pictures, they might not be able to give you an accurate answer. Also take more pictures than just that cap so they can evaluate the whole board.
 
That ECU is for a Manual Tranny car. If you havn't upgraded your 390cc injectors to 450's your gonna have problems like you stated. Use Eclipse Talon Laser Galant 3000GT Stealth ECU ID Reference as a ECU reference guide. Automatic's get smaller fuel injector's compared to the manual trannies. So your ECU is trying to pump more fuel then your injectors can handle so the sputtering will continue. If you can afford to purchase 450cc injectors and replace them your car should run fine.

Okie sorry, probally not an Auto ECU, looked at that chart again and they are same for Auto's and Manuals I was thinking 1g;(. But it does appear as if the soder at some spots is corroded. Before your board gets to wasted probaly look at getting it redone. That's why it was so cheap probally. The person knew the condition of the ECU and gave a steal of a price on a failing ECU, knowing that who ever bought it would use it or need to repair it.
 
Other than know they changed the two caps I can't tell much from those pictures.

They used the same ECU automatic or manual on 2Gs and they all had 450cc injectors unlike the 1Gs.

The only think I can thing of offhand besides the ECU being bad is perhaps one ECU is actually a 97+ and the other a 95/96 and because of the cam sensor difference the injector and spark timing is off between the two. Without seeing both boards completely it's hard to say anything.
