DSM Link v3??

I'm sure this is a dumb question but I am about to purchase my first dsm and the one I am pretty set on purchasing the guy says the only thing it needs is a tune through DSM Link v3. I have no clue what that is or if it cost money. Any advice or answers are greatly appreciated

Sorry guys I was at that site before posting here I just didn't quite understand what it did.. Also doubleclutch99 ya that would be awesome man. I hopefully plan on picking up the car wednesday in chicago so I'll get in touch with you cause I def don't know what I am doing.
