If you completely flushed your brake system then added the DOT4 and followed proper bleeding procedure, yes. But if you are running a pretty much stock brake system and you dont take your car road racing every weekend, DOT3 will do just fine.
 
You should check you brake reservoir cap, it will tell you what type of fluid you can use.

I know 1g caps state that either can be used. I do not know if a NT 99 dsm uses the same cap or components. If they use different components, brake MC etc, the fluid may ruin the seals.

I personally run DOT-4 fluid. I did my brake swap and my friend only had that blue racing DOT-4 fluid, https://www.extremepsi.com/store/product.php?productid=20664&cat=0&page=1, so I used it and been using it for 3 years now, no problems.

Go look in your brake fluid resivoir. What color is it now? If it's brown, it should be changed. As brake fluid absorbs water, it turns brown. The darker the brown the more water is in the fluid. Idealy you should change the fluid every 1 to 2 years, because water in the fluid causes corrosion around the caliper pistons. If you ever pull apart a brake caliper that hasn't seen regular brake fluid changes, you will clearly see the damage done to the piston.

I dont think i will be racing. But i am doing a unique engine and trans install that puts the turbo next to the firewall. Dont want to cook the fluid before it needs to get to the brakes.LOL

Then yeah, I would opt for the DOT 4

DOT 3 and 4 are essentially the same stuff, dot 4 just handles heat better.

Also, heat shields will be your friend. Around the turbo and the brake lines.

let me rephase:

I have been using this fluid for the past three year with no problems, with routine bleeding of the system with new fluid.

Good idea..Bleed them a little bit, and add more fluid..

I've been using dot4 in mine for 4+ years..Never had a problem..
