i have a 1997 eclipse gst manual. bought the car a month ago was putting the engine back together after putting everything back together i tried starting it. last owner said the car was sitting for a year and a half. placed a new battery. the video i am showing is with the ignition turn on to the on position

First of all you need to find where this noise its coming from, can be on the starting motor or even the ISC/IAC they make that noise
it was the iac. another question is the throttle body connected to the fuel pump when i move the throttle body cable the fuel pump starts priming
 
No. Throttle body regulates airflow.

I was checking the IAC when I tried to start the car and noticed smoke coming out from the back of the intake, throttle body cable got hot.

When I removed the throttle body and tried to place it back in the fuel pump was priming when it was being pulled and thoughts the car does not start.

Starter just clicks rapidly even with a new battery

You have a grounding problem. The throttle cable is acting as the ground and that's no bueno.
Make sure you have a ground strap from the firewall to the intake manifold. You should also have a ground from the battery to firewall and from battery to starter bolt.

would the ground from the starter bolt be a thicker wire (same size at battery wire) or a smaller one ?

The larger the better, but generally speaking, yes, same size as the positive wire to your starter terminal. The negative battery terminal to firewall cable is also the same size.

Something else that may be causing you grief are those battery terminals. They don't always make a good connection and tend to corrode easy. The OEM terminal has a threaded post instead of a clamp style.
 
Also know that on a 2g turbo, the fuel pump (FP) only operates when the engine is spinning (producing CAS pulses) - NOT when key is in ON position and engine not spinning. {2g non-turbo is different (FP always operates when key is ON).}
 
You didn't accidentally plug the IAC into the wrong plug did you? There is ONE plug, IIRC, that will mate with it but its the wrong plug. I can't remember what the other plug was, maybe the resistor pack? Anyway, check that connection and thank the car gods you weren't driving when the throttle cable became the only ground on the motor. Its happened before and the throttle sticks at wherever your pedal was at. Had it happen on a Honda.
 
Unlikely, not necessarily impossible, but would really take some effort if the correct connectors are where they are supposed to be. 1G CAS on the left versus the 1991-1999 TPS on the right.

Not to say it’s impossible that these could have been swapped at some point, either

I am sure there is a connector that the IAC can attach to that is NOT the right connector. I've plugged it in before on a 1g and realized it was wrong, since it almost couldn't reach whatever I plugged it into. Now I'm interested :hmm:
