Do the cams have to be out of the head to install a fresh head ?

I read over a guide about doing cylinder head install (bucks guide) i believe and it mentioned installing a head without the cams in. If i have a jay racing timing tool kit and align the cam gears can't i just align the other sprockets and drop the new head in ?
 
If I understand what your asking you should stick the head on the block w/ cam/cam gears and look on Vfaq.com page for install timing belt 2G timing belt use the Jay racing timing tools and you will be fine.
