disconnected egr vacuume line cause 175 hydrocarbons?

95 gst 98 motor I did two pre test on smog in cali failed my idle wouldnt pass fixed a hand full of intercooler leaks and made it to the throttle body where I found the vacuume line on the bottom of the egr was broken and disconnected would this cause me to produce too many hydrocarbons on my smog or am I just hopeing?

if there was a vac leak at this hose it would cause lean condition making engine go rich so it could if there was vac leak there

A vacuum leak would be compensated for by fuel trims and the emissions shouldn't change too much. For excessive HC, I would do an oil change, injector cleaning, and change plugs. HC is too much unburnt fuel, so maximizing the burn should get you to pass. An injector cleaning can go a long way if they're dirty. Poor atomization at idle can cause poor combustion and higher HC emissions. Quick fix though would be running your tank down to a 1/4 and putting a couple pints of acetone in the tank. It'll bring your HC down temporarily, I've seen it work.

Edit: Use acetone from an automotive paint supplier, not your girlfriends fingernail polish remover.
