dash cluster dead?

Dash cluster will not opperate or light after replacing the transmission
Trans is grounded out
All my fuses seem to still be good
How do i test a relay?

head lights work
tail lights work
brake lights work
all aftermarket gauges work and light (wired to the ciggarette switch)

No turn signals
No HVAC lights or ciggarette light
Although the hvac and ciggarette lights up for a split second when turning on the parking lights and or headlights

what i did was switch the plugs in the fuse box. and it worked like a charm.

to also add... my ciggarette and hvac lights are -12volts... i dont know how or why its minus 12... could someone explain how that happens or why
