The previous owner of my 97 gst must have been a total idiot because the passenger side damper bolt looks to be snapped off on the nut end. I've tried taking it out with a impact and hammering and still nothing. Any ideas?

It's probably seized in the metal sleeve. You will need to cut both ends of the bolt between the arm and fork and replace the arm.
 
Sometimes. The bolt is seized to the metal sleeve inside the control arm. The sleeve is mounted is rubber so it doesn't allow for a good solid blow with a hammer.

I agree with you man. I've tried PB blaster then using a small sledge hammer and a pick or chisel (so to speak ) but the damn thing doesn't budge. I'm pretty sure it's time to cut. I order the new dog bone and bolt assembly today. Going for the cut tomorrow. Lol wish me luck
