Couple Questions before putting head on...

Im about to put the head back on my 2g and i just had a couple questions.
Is it easier to put the intake on the head before installing the head?
Should i put the cam gears on before or after?
My fuel rail is off, should i do this before or after?
 
the intake is a biatch on the car put it on now, i would also do the fuel rail.

the gears i would do on the car ### its hard to tighten the bolts without the timing belt on unless you have the tool that holds the cam gears(probly not huh) but right yourself a not or something because its easy to forget to tighten those bolts after you do the belt and stuff

another thing make sure your cams are set for 1 to fire because you don't want to move them much when the heads on the block.

Thanks for the answers, just what i needed to know.
As you can see in the picture my timing belt is still in the care, should i take this out or can i leave it as it is?
