Compressor wheel not turning. Bad turbo?

I just recieved a jdm 6bolt engine with the stock turbo attached. I noticed when i first got it that the compressor wheel in the turbo is not spinning at all. Is this turbo no longer good? What can cause the wheel not to spin?

If the wheel doens't spin the turbo is going to need to be rebuilt. Chances are there's contact between the blades and the housing. If thats the case then rebuilding the turbo is going to cose more than just buying a used one that works. If thats the shape the motor is in then you should carefully look over the rest of the motor.
