1G Cold start high idle after FIAV block off

I blocked off my FIAV in attempts to rid myself off the 2k rpm cold idle but I still get it. I have no boost leaks and have tested my ISC/TPS. What else could cause this?

Any work done to the car or is it stock? May want to run a logger to see any abnormalities that the CEL wouldn't pickup. Does the high idle eventually lower when it gets to temp? My VW did the same thing, sometimes if I would tap the accelerator it would lower right away. The FIAV should control this and the lack of one points to other issues going on.
