coil on plug problems

I installed my coil on plug on my 90 talon, and it is arching really bad. I also have no tach signal. I called the manufacturer and he said there is an electronic filter on the back of the head or on the valve cover that is factory installed and I need to install it. Well I dont know what he is talking about so he said he would ship me one for $67. Finally after a week of waiting I find out this part has been discontinued. Does anyone know what this is and where to find it?
 
On a 90 the tach sender is part of the coil pack. You'll need to recover it from your old coil. Hopefully you also have the niose filter than bolts to the intake manifold.

it is arcing inside the valve cover at the top of the plugs. I got my old coil pack and compared it to the picture you posted it is identical except for the serial #. Is there a wiring diagram I can look at to make sure i install it correctly? Thanks for the help
