Ok So I put the new water pump on and got new belts and put everything back on, tensioned the timing belt, and hooked up all the drive belts, except this time I didn't put the AC belt on because I removed the pulley. So anyways, I put some coolant in and tried to turn it on but it would turn over. Charged the battery to see if it was dead, still didn't turn over. Checked my fuel rail, it was getting fuel, and its weird because it turned on with the broken pump but when I switched it out it didn't work. Ill have a video tomorrow of the sound it makes also another interesting thing; when I tried to rotate the camshaft to get them to be TDC to start it to see if that would do anything I would only be able to turn it like halfway before it got like stuck or wouldn't move I didn't want to force it so I dunno what that could be HELP!
 
sounds like you got the timing waaayyy out.You should not ever try to start the car if you cannot turn the motor by hand after doing the timing belt.Now you gotta tear it back down redo the timing and hope for the best.
 
So let me clarify . When you hit the stater the engine will spin or not? If there was a change in the cadence of the engine on the starter while turning over, do the belt again. If you did not hear any strange noises if the engine was turning over, you might not have hurt anything. If it is locked up, hope for the best. It is imperitive that you look at the cam pullys from different angles to alleviate any parallax in the markings. I use a clip type thing that goes between the cams to hold them in position. Have done lots of 4g63 belts and they are very straightforward. Tres....
 
Before tensioning the timing belt did you make sure all the timing marks were lined up. I had a friend do this not knowing to much about timing and ended up breaking a few valves and denting the top of piston #1. Hope for the best but expect the worst, and dont try cranking it anymore till you figure out whats going on inside there dont want to do anymore damage.
