car wont idle

Okay, I have a brand new motor and tranny in the car with about 100 mi on them (it had the problem before the motor too). The whole time it has been running the car hates to idle. On very rare occasions it will idle normally. Most times it will come down to about 750-800 and die. My wideband says the car is running dead rich either wont read it or show less than 11.0. Now I have a HKS VPC and I'm running a GM map on it, which I know is part of the problem. But I'm wondering if it could be an ISC or my coolant temp sensor wiring because that was all screwed up from the last owner and now has no harness. So, I had to use stupid little connectors to connect to the sensors, and I'm not exactly sure if they are right, but my coolant temp gauge works perfectly.

Is the base timing correct? Test the ISC per the haynes/chiltons manual.

I'm pretty sure my base timing is correct, but I will have to check that. Now, I took my isc off and it is definatly bad. Between pins 4-5 the resistance is like 5700 ohms. So I will get one of these and see if it works.
