Alright so my 97 gsx runs great when its cool out side or after its started for a few, i know they run better when the temp outside is cooler, But it acts like it doesnt like to build boost as well and i keep blowing intercooler boot off at the j pipe into the I/c. I have t-clamps used brake clean all the little tricks i know from my dodge diesel. I just dont understand why it seems to not like making boost and then blow that same boot off when its really hot.

Have you done a boost leak test? This would be a great way to test and repair your coupler issue too. I have seen 30psi with my t-bolts on a non-lipped pipe and still stayed on. How much of the coupler is on the pipe? Is it a silicone , single ply coupler(thin and flimsy) or a reinforced coupler? Actually, how much boost you running on what turbocharger setup?

First off fix your title, I have no idea what it even means. I only came in to see what it was actually about.

Is the pipe beaded? If not, get it beaded either with a beading tool or add a weld bead to it. Next, perform a boost leak test to diagnose any other leaks that may affect your "no power" issue.

Also, when you say it seems to not building boost, what are you using to view your boost pressure and from where you getting the boost source from or is it a feeling guess?

I've been re-reading your exlplantion of the problem a few time and I'm at a loss.
You aren't making boost and then you have IC couplers that blow off? Very strange.
Perhaps your boost gauge is off?
I would definately do a boost leak test first thing.

Only does it when its real hot out side and ive drove it for a while in the heat, it acts slugish to build boost and if i keep my foot in the throttle and run it hard then it blows the boot off. The piping is lipped, i have a 16g turbo at 18psi. I watch the boost gauge ane it struggles to make more then about 10 psi i have to run it pretty hard to get that much and almost everytime i run it that hard, poof goes the boot. If its cool outside or night time its perfectly fine. Oh im new to this forum how do i fix the title sorry about that these dang iphones.

DO A Boost leak test like stated many times and dont forget to tighten those t-bolts down. With a lipped pipe, couplers, and t-bolts properly tightended, you should not be able to come close to "popping" the coupler off with under 20psi on that turbocharger.

It only does it where the j pipe connects to the i/c pipeing. An the piping is lipped with t clamps. There is one couple with regular hose clamps on it maybe it leaks from there but it has never blown off.

It does kind of act like somthing randomly starts to block the airway, but i dont know how that could be possible. My first dsm. Only had it 3 weeks. In a learning process. Whats there to check other then for boost leaks?

That boost leak test is a very important thing. Maybe your leaking bad at the throttle body, blow off valve, injectors, intake, many couplers, exc.

My friend was having problems and i drove over to do a boost leak test and it sounded like 50 snakes hissing under the hood and took a lot of work to get it all under control.

Where is you boost gauge hooked up to? Would be nice to know if your gauge is reading manifold pressure, your piping, your j-pipe, or just a T'd vacuum line from ?.

For your boot/coupler issue, just take a picture for all of us to see what is the problem your having that we are not having. I would like to see what you really have. Maybe your T-bolt is stripped and cannot tighten.
