Car idling high..rpms take long time to fall

When I first start my car up, it'll idle somewhere between 1000 and 1500. The BISS screw is backed out about 1½ turns. I ohmed out the TPS and the ISC, they're both fine. Did a boost leak test...didn't hear anything. When I'm coming to a stop sign & push the clutch in, the rpms will go up to about 2k. When I shift, also, the rpms take longer to fall than usual. They'll stay at the rpm that I shifted at for about 2 seconds, then slowly (not TOO slow, though) start to fall back down. I WD40'd the sh*t out of the throttle cable, too.

I cut the BOV dump tube & cleaned out the intercooler with gasoline (I let it dry out for about 2 days before putting it back in), cleaned the throttle body following instructions from VFAQ (Except I used brake cleaner instead of carb cleaner, let dry for a couple days also), and changed the intake manifold gasket. (I did a boost leak test, and there's none).

Keep playing with the BISS would be my advice

Turned the BISS all the way in, all the way out...did nothing but make it idle higher. So I turned it all the way in, then backed it out about 1½ turns.
