I would just give them a blast of lubricant like wd-40 let it get in there give it another try, if that doesn't work try getting some added weight or pressure and use a wrench like with a few buddies, hopefully it will work.
 
A 2-3 foot pipe on a 1/2" breaker bar with 1/2' socket works well. Soak where the bolt head meets the caliper bracket overnight with wd40 and tap with hammer. Use air gun if have one as all the small hammering is more effective with them (even though they don't have the force a 2-3 foot pipe has). If all that doesn't work heat up bolt head with torch (mapp gas or acetylene torch till glowing if possible) and let cool down and spray with wd40 after it is halfway cool. Tap with hammer. Do this a few times before trying socket/wrench/pipe again. Repeat proceedure until it gives. If fact it sounds like you may as well just start at the torch step.
 
You might try a good old mechanical impact wrench. People have largely forgotten about them, but it's just a heavy socket holder with a ramp on the inside. They go for less than ten bucks at Habor Freight. A wallop with a 2-pound hammer will loosen up most fasteners.
