Can stale gas give off white exhaust?

I recently did a head swap. Afterwards there was tons of white exhaust because I reused the head bolts. I put in new bolts and now the exhaust barely puts out a whisp of white exhaust. I've had my car still for 2 months and washed the engine with the exhaust manifold off so I'm sure water got in the downpipe. Now I haven't driven the car but it sound much better with the new bolts. I'm asking if the water in the down pipe and the stale gas are causing the slight white exhaust or if my block or head is warped.
