Can not get RPMs above 1500! Help figuring it out?

Well the car seems to run strong as hell and pulls great.... BUT when I am sitting in Park or in Neutral trying to adjust the AFC or fuel trims I can not rev past 2000 rpms slowly.....

I can hold 1000 just fine, slowly press down and it goes up and AS SOON AS IT HITS 1500 PRMS it falls back down, goes up and falls back down, just will not go over 1500. Doesn't sputter, just drops back down to 1000 and goes up to 1500 and back down, I keep the same foot pressure. It is like surging but not going past 1500 if I old the pedal at the same spot.

If I hold it at 1000 and press FASTER AND HARDER THAN NORMAL I can go past 1500 no problems, no sputtering. Driving is fine, cruising is fine and it will hold 1500 when cruising and all other RPMs just great.

Anybody have some ideas why in PARK OR IDLE I can not slowly go past 1500? Actual driving has not been affected.

and it was doing this before I did the tuolene mix.
 
Sounds like the car is trying to put you in lift-throttle mode, is your TPS adjusted all wrong?

That is very well possible. I will check this tomorrow and adjust it if needed.
