Can injectors do this?

Been trying to tune my car but when it's not under a load I can't hold the rpm's at 2k. rpm's go to 2k then drop to 1500rpm and climb back up. Now i just had a new hg put on and the injector seals were not replaced. Would back seals cause something like this? i've dont plugs, wires, fuel filter, air filter, fiav weld... what do you guys think?

Well guys the answer is yes! I replaced the orings on the injectors and fired it up and she purrs. Hope this helps someone. GO DSM GO

CRAP!? the idle surge moved up.??? it's now at like 2900rpm down to like 2200. help guys, what's causing this. How do i check for leaking injector seals?
