Bumping the starter

Can anyone tell me if there is anything programmed into the systems that would prevent the starter from being bumped when the head is off and everything disconnected? When I put the battery in and put the key in to bump the starter for TDC )(to put the head back on)(I got the car with a bad head, had it rebuilt and have never put the key into the ignition) there is a relay clicking sound in the dash, some exterior lights flash and the speedo light (yeah I know it sounds strange) flashes and no starter. Any suggestions?

Use a ratchet on the crank to turn it to TDC. See if you haven't pulled one of the wires off the starter or grounded it somewhere. Otherwise you may have a dead battery.

Sounds like a dead battery. Put it on a charger and just turn the engine over with a 1/2" drive ratchet and extension, in through the driver's side wheel well.
