I wanted to know the cost to replace broken bolts in block for exhaust manifold. One on each side and they are both flush up against the block also makes a slight rattling sound how do i get rid of that.
 
I just pulled out 2 of mine that were busted off. One had enough sticking out that I was able to grind off flat spots on either side, and I twist it out with a pair of vice grips. The other was busted off flush, and to get that out...

Get a cobalt drill bit from home depot, a screw extractor, and a center punch.

Using the center punch, put a dimple in the dead center of the broken stud.

Make sure you are holding the drill bit centered so it drills through the middle (not off to the side, or the top or bottom) of the broken stud. You have to be carefull here so you don't drill into the threads on the head.

Once you're about 1/2 inch in, tap the screw extractor in the hole, and you should be able to just crank it out.

Total cost on parts is 10-15 bucks max. It only takes a couple minutes.

If you're not willing to do this yourself (there's no reason not too, just take your time), you should be able to find a local shop that will do it for you for maybe 20 or 30 bucks or so, just call around.
 
I'd try what he said but I'd PB blast the hell out of it before tring to remove it with the screw extractor.
 
There are also extraction drill bits. Most bits are designd to bite spinning in a clockways direction, the extractor bit rotates counter clockways, If your lucky this bit will help unscrew the bolt. If you continue to spray it with penetrating oil for a day or two it will only get easier to remove.
 
Chances are if it was rusted stuck in the first place even with liberal PB blasting it won't just back out using a left-handed drill bit. It might be worth a try if you have some of those around. I usually use them since I always have them on hand.

On a side note most applications the spiril extractors work best, you don't have to really pound them in really hard like the square ones. Pounding them in really hard can push the bolt against the walls of the threads making it harder to remove. The spril ones just bite in as hard as needed untill the bolt comes loose only requiring a medium hammer tap to set them.

If with the extractor your still having trouble use a blow torch. hit it with the torch a bit try to loosen...let it cool PB blast it...tap on it with a hammer to help the PB penetrate...wait..try to losen it again...torch it...try again.. etc.

I am not sure but I would try a couple of mechanics shops and ask if they have them and where they got them.
Maybe sears, Probably the MAC, MATCO, SNAP ON, ect tool trucks you see driving around.
