BOV vacuum line question

Recently bought a talon tsi and has a few bugs to work out, should vacuum line be hooked up to something? (the vacuum "nipple" that doesn't have a hose on it)

That nipple should be left open as you have it. That is a knock off Greddy Type S by the looks of it at that angle. Do a boost leak test to make sure that BOV doesn't leak.

The other line leads to the under side of the intake manifold towards the middle of it

What is a good quality BOV in your guys' opinions? I will be on the look for one here soon. The fast and the furious "pssssh" is "cool" but even on the stock turbo running approximately 15psi I can hear turbo flutter now and again.. Is that driver error? or a crappy BOV?
 
The flutter could either be from a leaking BOV (bad diaphragm) or it's just improperly adjusted. Properly adjusted, the BOV should be closed at idle.

In my opinion, I would go with either a TiAL or TurboXS. The TurboXS universial BOV is setup to be able to be ran in any configuration with it's available attachments. A

TiAL, being USA made, is a high quality BOV which will vent out all the pressurized air instantly on just about every setup. 1 vacuum line, no adjustments needed, just order the correct spring and all is well. Even with a vented TiAL, it sounds much better than how the Greddy RS sounded being vented. It's a more subtle sound which isn't annoying. Put enough air through it and it will become loud enough for any vent boys wet dream.
 
Thank your opinion, I will most likely will go with the Tial, Iv'e heard nothing but good things about them.

For now though, how would you know if the BOV is closed? I have a feeling that the PO didn't adjust it correctly, looking at his other work he did to the car..
