BOV is not opening

Friend has a 2g with a greddy BOV on it and it wont open and causing compressor surge. the adjustment screw is loose and you can compress the spring by hand when it is off. any ideas why its not opening?
 
Is the line bent/kinked? You have your vacuum source hooked directly to the intake manifold also? Another possibility is a bad diaphram inside the BOV..
 
He said the bov is hooked up to this black thing. first it goes to a split and one part of the split goes int othe firewall to his boost gauge then the other split goes t othat black thing.

I thought the boost gauge gets hooked up to the exhaust mani? so wtf is going on with this set up hes got going on

The BOV should have it's own dedicated line to the intake manifold, not the throttle body. You may need to drill/tap a new source if necessary.

Not quite.

There is no boost to monitor in the exhaust manifold. The exhaust inside the manifold is pressurized, sure....but it's also 1500*.

Boost pressure can be metered at the intake manifold or anywhere in the charge piping between the turbo and engine...although if your gauge displays vacuum as well, the gauge will need to be plumbed between the throttle body and engine.
