bov and vacuum problem

okay i just got a ngr type s today. im having problems with it holding boost past 5lbs. i have the vacuum line connected to the intake manifold to the bov. i have tried adjusting the screw and no difference. the next problem is my vacuum is at 12hg. not sure if the vacuum is hooked up wrong but all the help would be appreciated
 
okay i did a BLT and nothing was coming from the bov. bad thing was it would only build to 6lbs which is where it open up at. all the air seems leaking in the crankcase, so safe to say the turbo needs a rebiuld, but would it cause the car to have low vacuum?
 
Put the tester on the throttle body and re do the test. You should be able to build 30psi and have it steadily hold on a fresh motor. Use a spray bottle of soapy water and look for bubbles. Don't forget to rotate the throttle by hand as the shaft seals may leak when the plate is rotated.
 
Okay did a compression test and got 150 across the board. Will do another blt on the throttle body soon and be back with some results

Okay I just got done doing a blt and the only problem i found was leaky throttle body shaft seal. What ever it is the problem is getting worse. Now the car idles really rough and won't keep it's idle.
 
okay i narrowed down to the problem to the ISC. So i went to orielly's and got one but it only had 4 pins for it. i told them it should have six pins but they said thats the one that it shows. they did find on with 6 pins but its for a 90 model eclipse. AM i missing something here?
