The speedometer needle on my car bounces up and down. Sometimes a lot, sometimes none at all. When it bounces, I hear a shh shh shh sound, and when it isn't bouncing, I can still hear a chirp or a squeel coming from the dash.

Do these cars have cable driven speedometers or electric? Also, is this a common issue?

Electronic, There is a plug for the speed on the trans. I would check that out. Those are kind of weird noises for a dash to make, are you sure its your cluster making those sounds?
 
Absolutely sure. The sound matches the bounce. I'm assuming it's the gauge itself. There's no pattern (speed, load, etc) that it does it by. It appears to be completely random.
