Both Radator Fans ON when using a/c??

I have a 95 gst took the car to a/c gas recharge and works fine(a/c fan kicks in when I turn it on) but the guy at the shop told me that both fans should kick in when I turn the a/c ON no matter what.

Passenger side fan works fine car isn´t overheating.

I just wanna know if this is correct, both should go in using the a/c or just at some really high temps?

While using the AC both fans need to be on or else the r134a high side pressure will exceed 400psi immediately and the compressor will kick off because of the pressure relief valve.
