Boosts to 15psi drops to 11psi then surges back up

I recently installed a 16g and set my boost controller to 15psi. It boosts properly to that point but as soon as it hits 15psi the pressure drops to 11psi then it surges back to 15psi and drops to 11psi and this continues for as long as I'm on the throttle.

Does anyone have any ideas on what would cause this?

Ha yeah just did one, it was leaking at the wastegate nipple, threw a clamp on and shes working fine. thanks habitatguy187.

if your on the stock plastic 2g bov i would get a 1g or different, they leak out over 15psi.

Do what he said ^^^^^ stock 2g bovs leak alot of boost when running above 14
