boosting promblems can some one help

i just bought a 99 gst and when i try to rev up it only goes soo far on the rpms then it feels like it wants to cut the fuel to the engine...i notice my boost guage spools up pretty fast and after 11 lbs the needle moves bak and forward between 12-15 lbs really fast.

That gauge is inacurate unless its aftermarker you could be higher, what mods do you have
